The learning journey officially commenced today with site visits highlighting Iloiloโ€™s strong foundation in urban development, local economic growth, and public space management.

The delegation explored the Iloilo Esplanade, followed by visits to the Iloilo Terminal Market and Iloilo Central Market, both developed through public-private partnership arrangements. These initiatives demonstrate how strategic collaboration with the private sector can modernize public markets and improve service delivery.

In the afternoon, the delegation engaged with the Metro Iloilo-Guimaras Economic Development Council (MIGEDC), an inter-LGU body formally established through Executive Order No. 559 in 2006. The Council is mandated to formulate, coordinate, and monitor programs, projects, and activities that accelerate economic growth and development across Iloilo City, neighboring municipalities, and the Province of Guimaras.

The session included a presentation from the MIGEDC Project Management Office, followed by an open forum that enabled a meaningful exchange of insights. The day concluded with reflections from the IDC delegation, setting the tone for deeper learning in the days ahead.

Leading the IDC delegation are the esteemed mayors of its member municipalities: Hon. Cahar P. Ibay, Municipal Mayor of Parang and IDC Chairperson; Hon. Zohria S. Bansil-Guro, Municipal Mayor of Matanog and IDC Vice Chairperson; Hon. Pahmia A. Manalao-Masurong, Municipal Mayor of Buldon; and Hon. Abdul Rauf D. Tomawis, Municipal Mayor of Barira.

They are joined by Vice Mayors Hon. Sanaira I. Ali-Imam (Matanog), Hon. Abolais A. Manalao (Buldon), and Hon. Bahrain M. Dagalangit (Barira), along with Saipona Zaman, IDC Executive Director; May Quesada, IDC Deputy Executive Director; and the MPDCs and TWG members of the IDC Alliance Management Office.

This study tour marks a significant step in strengthening the IDCโ€™s inter-local cooperation, drawing inspiration from proven models such as MIGEDC.

The learning journey continues, with two more alliances to be visited, one still within Iloilo and another in Cagayan de Oro City for the next leg of the study tour.

This activity is organized by the Institute for Autonomy and Governance (IAG), with funding support from the Spanish Agency for International Development Cooperation (AECID Philippines).
